Bio: Born in San Benito, Texas on April 5, 1962 to Enrique Garcia and Tomasa Rodriguez Garcia.
JL was raised in San Benito and was a 1981 graduate of San Benito High School. He went on to attend Texas Southmost College in Brownsville where he studied Criminal Justice. Throughout his career he amassed many training hours in several fields of Law Enforcement instructions.
JL began his career as a police officer at the TSTC Harlingen Campus until March 22, 1983 and was then employed as a police officer with City of Santa Rosa from March 18, 1985 to October 5, 1985.
In 1986 he became a police officer with the City of Pharr and was promoted to Sergeant on November 29, 2007, a position he held until his passing. |

Sergeant JL Garcia was killed in an automobile accident while en route to a meeting at the Pharr-Reynosa International Bridge to discuss operations with officers under his command.
His vehicle, a red Ford Ranger, was struck by a dump truck at the intersection of South Cage Boulevard and East Anaya Road at approximately 3:50 pm. He was transported to a local hospital where he succumbed to his injuries about one hour later.
The dump truck’s driver, a 55-year-old man, asked to be taken to a local hospital, where he was treated and released, officials said.
